WaterAid Bangladesh (WAB), an international NGO, is looking for deserving individuals to fill in the following positions for its 15 months' Water, Sanitation and Hygiene (WaSH) project in Mymensingh, Narshingdi, Shariatpur, Sherpur, Pabna, Sirajgonj, Narail and Meherpur districts. The prime responsibility of the project personnel is to train, coach, supervise, monitor and support implementing NGOs, Local Government institutions and Primary Schools of upazilas for achieving project targets.


Cluster Coordinator

(Position 2 )

(Based in Dhaka with at least 50% time at field)    Masters in social science or relevant discipline.
Minimum 10 years work experience in any national and/or international NGO.
At least 4 years work experience on WaSH component is essential.
Experience in capacity building will be preferred    Responsible for coordination and supervision of 4 district teams under each cluster
Guide district teams to plan, budget, organize and facilitate capacity building interventions for implementing NGOs
Monitor performance of district teams;
Prepare compiled achievements and other relevant reports
Present progress and performance status to Management and counter parts    

Monthly Salary
Tk. 90,000 + other benefits*.

Support staff and implementing NGOs to promote participatory monitoring and develop exit strategy

Project Engineer
(Position 2 )

(Based in District with 50% field trips)    B. Sc in Civil or Environmental Engineering with at least 5 years work experience in any national and/or international NGO.
At least 2 years working experience in WaSH;    Supervise, monitor and support implementing NGOs to ensure planning of Water and Sanitation infrastructures at community level and reflect the same in union level integrated planning
Support implementing NGOs to monitor construction quality of facilities
Support DPHE to design and implement context specific infrastructures maintaining quality and ensure water quality testing
Support in capacity building activities for caretakers and users    

Monthly Salary
Tk. 55,000 + other benefits* .

Assist in data collection, compilation and analysis of progress data
Conduct other monitoring activities and prepare monitoring reports in time

Guide & support 8 district accountants.
Monitor implementing NGOs books of accounts, practices and other compliance issues.

Computer skill on excel, software knowledge is preferred.    Maintain district office's books of accounts; cash disbursement; cash book preparation; report preparation etc.; Ensure compliance of financial transactions & procedures.
Support the implementing NGOs in maintaining their books of records.

Iran begins loading first nuclear reactor
 
Iran has begun loading fuel into its first nuclear power station in a ceremony attended by Iranian and Russian officials.

Nationwide celebrations are planned to mark the event at the Bushehr reactor in southern Iran.

Russia will operate the plant, supplying its nuclear fuel and taking away the nuclear waste.



The West fears Tehran wants to build a nuclear weapon, but Iran insists its plans are for peaceful energy production.

The Bushehr facility has taken 35 years to build and has been plagued by delays.

The BBC's Jon Leyne says Iranian officials have promoted Saturday's launch as a victory for the Islamic republic against its enemies.

Professor Ali Ansari, an Iran expert at the University of St Andrews, in Scotland, said Tehran was likely to exaggerate the importance of the start-up at Bushehr.

"It will obviously have a very theatrical opening but the delays have meant that the power plant is a very old model and the contribution to the national grid is very small," he said.

The Bushehr plant should begin producing electricity in about a month, experts say.

The uranium fuel used there is well below the enrichment level needed for a nuclear weapon.

Weapons-grade uranium must be enriched by more than 90%.

In contrast, the uranium at Bushehr is enriched by 3.5%.

The Bushehr fuel has been supplied by Russia, although Iran is already producing its own uranium enriched to fuel grade.

It has also begun a pilot program to enrich uranium to 20% which it says is needed for a medical research reactor.

It is that programme that has alarmed the West and Israel.

In a defiant statement on Friday, the head of Iran's Atomic Energy Organisation Ali Akbar Salehi said the country would continue uranium enrichment, the official Iranian news agency IRNA reported.

Referring to the Bushehr plant, he said: "Suppose we receive the required nuclear fuel for the plant from the Russians for the next 10 years, what are we going to do for the next 30 to 50 years?"

He said Iran could produce up to 30 tons of enriched uranium at its Natanz plant once the necessary centrifuges are installed at the site

Russia is ready to launch Iran's first nuclear power plant on Saturday, saying the joint project will show that Tehran is entitled to the peaceful use of nuclear energy.

The Russian-built reactor will be loaded with fuel under the strict control of the UN's nuclear watchdog IAEA. The plant is expected to be fully operational in about a month.

Russia will run the facility, supply the fuel and take away the waste, which eases some fears that Tehran could use the reactor to make nuclear weapons.

The International Atomic Energy Agency will fully control the management of Bushehr nuclear power plant which rules out the possibility of any manipulation with the spent nuclear fuel, Russian Foreign Ministry said on Friday.

“The Bushehr project is unique as it strictly observes the regimen of nuclear non-proliferation,” the ministry said. “Over the work of the plant, the fuel will be supplied by Russia on the condition that it is returned in future, and all the working and fuel related processes will be controlled fully by the IAEA, which rules out completely any manipulations with used fuel.”

The Foreign Ministry pointed out that according to many analysts, with the IAEA among them, the Bushehr project is “clear proof that Iran might benefit from cooperation with international community if it proved confidence in the exclusively peaceful character of its nuclear program.”

According to Russian Deputy Foreign Minister Sergey Ryabkov, Russia does not see any reason to stop peaceful nuclear energy cooperation with Iran after the Bushehr power plant is launched.

Ryabkov said that “international sanctions, created by all Security Council resolutions, do not prohibit such cooperation.”

“We see no reasons why such cooperation cannot be continued,” he said. “It is mutually beneficial and does not bear any risks.”

According to former CIA officer Philip Giraldi, despite the fears of the West, Iran at this point is not anywhere near to developing nuclear weapons.

“I believe the evidence right now is that Iran is not developing nuclear weapons,” he said. “It seems to be the consensus of the CIA and other intelligence agencies in the United States. Whether they ever will develop nuclear weapons is, of course, another question and probably, the more threats they get from the United Sates and Israel, the more likely they will be to do so.”


Author and journalist Afshin Rattansi agrees that the launch of the Bushehr plant does not mean that Iran will immediately start to produce weapons.

“After all, Iran is a member of the Nuclear Nonproliferation Treaty," Rattansi told RT. "By the way, you don’t see any nuclear powers making any signs of reducing their massive nuclear arsenals. The Bushehr plant is a victory for all the nations, independent of the US hegemonic power. Actually, this reflects the decline of the US.”

For more than a decade hundreds of Russian specialists worked at the Bushehr plant construction site, three shifts a day, six days a week, building Iran’s first nuclear power plant.

Launched by Germany’s Siemens in the 1970s, construction was brought to a halt after the Islamic Revolution. No matter how hard the Iranian authorities tried to re-launch the project, the Germans refused to do so. As a result, Russia over took the project in the 1990s.

For them the task was to install a new reactor in an already existing building.

Reconstruction is always more difficult than building from a scratch. Russian engineers had to fit in modern equipment that today normally requires a much larger space.

This is one of the reasons why the launch of the station has been postponed so many times. For Iranians it meant a delay in their nuclear dream, for Russian contractors it meant more time away from home. However, Russians were well provided for by the Iranian government – such as being given a separate house for every family, as well as a kindergarten and school for their children.

The launch of the Bushehr plant is a major political and economic milestone for Iran. For Russian contractors, it is the long-awaited result of intensive work of about 3,000 specialists.

Just as Iranian society is somewhat isolated from the rest of the world, the Russian village in Bushehr is cut off from the world by a wall guarded day and night by Iranian police. Russian women are required to observe Muslim dress code; men have to forget about alcohol. For Russian teenagers life feels very monotonous.

The construction of the Bushehr plant has always been a bone of contention in international politics, but for thousands of men and women it has meant years away from home building the first nuclear plant in the Middle East.
